 The JavaScript error seems related to WordPress's AJAX handling for
 categories. Since the error occurs only on a fresh install, try re-
 downloading WordPress 4.8 files and uploading them again to rule out file
 corruption. Afterward, ensure to clear your browser’s cache and disable
 any active caching plugins if any are installed.
