 Conceptually I'm happy with a two step, personally I struggle to  recall
 any reason I have not immeadiately activated. That does not mean there
 will not be reasons but this is solved by the suggestions made.

 I do have one minor concern and maybe some UX experts could chime in,  but
 the disabling of the ACTIVATE button and change of word to the similar
 worded ACTIVE  just does not feel like a positive affirmation of success.
 I think it is a minor point as once the filter is enabled I'm sure teh
 majority of popular plugins will implement it.
