Changes (by kevinwhoffman):

 * Attachment "install-and-activate-then-open.png" added.

 A two-step flow where the user is able to "Install and Activate" the
 plugin in one click, and then "Open" it with a second click. Plugins would
 have the option to filter the "Open" link and text. If no filter is
 applied, then the disabled "Active" button would be shown by default. This
 allows immediate introduction of the filter while allowing plugins to
 adopt it over time.
