 I agree thatthey are two different things, the issue is today  the only
 way to reliably start a onboarding experience is to detect that
 tehonboarding hasn't happened  and redirect.

 The purpose of this ticket inmy mind is to provide a reliable and
 consitent and easy for plugin developers to use framework for plugin
 onboarding experiences. Right now there is little choice.

 analogue for some plugins opening themselves through redirects while
 others do not.

 Agree no one wants that, but unless I'm mistaken,there is no (defined at
 install) dependency between DropBox and Spotify.  In WP multiple dependent
 activation needs a relatively complex configuration so the 'correct'
 onboarding experience happens.
