 After some additional digging, which led to discovery of a more severe
 underlying problem (see #59225), the Gutenberg PR
 https://github.com/WordPress/gutenberg/pull/49904 has been updated with a
 detailed description. Once that is merged and backported to WP core, this
 bug here will be fixed.
