 Right now, it appears to only affect the `slackapi/slack-github-action`.
 But it probably makes sense to update all third-party actions to their
 latest versions. Most are probably running 16.x, which will increase the
 amount of time required to update these older branches (not when 14.x
 support is deprecated, which will come first).

 It would also be nice to include the changes in [53947] so that failed
 workflows also rerun automatically in these older branches.
