#25988: 3.7.1 disables stretching background images to full width

I find after updating to 3.7.1, that stretching background images to full
width, as I have done on at least two of my sites, has been disabled, no
matter whether I do it with a plugin or with HTML/CSS. The background
images now just display at their original size, which does not fill the
page. The plugin I had been using to do the stretch has now failed with
the update to 3.7.1, so I tried two other plugins designed to do it, and
they now fail too. Those three plugins are described here -
http://www.midtnmusic.com/how-to-set-a-full-screen-resizable-background-
image-in-wordpress/ In some cases, the plugin is disabled from even
allowing the upload of a background image. One of the authors has thrown
up his hands and announced he is abandoning the effort.
I tried turning to coding to stretch my backgrounds, following
instructions at http://css-tricks.com/perfect-full-page-background-image/
but those results are even worse, now doing very strange broken things to
my backgrounds.
It would be very nice if WordPress just inherently offered to stretch the
background to full width, and not just Tile / No Tile - Left, Center,
Right. But I would be happy if WordPress just simply re-enabled our work-
arounds.
You can see my efforts on my sites here: http://SunWebStudio.com & here:

Thank you for your consideration.
