download/upgrade into two parts. Twenty Ten 1.1 isn't a horrible idea
either though. The additional header images are just that - additional.
Doesn't the TwentyTen 1.1 approach merely delay the problem?
Once all the included header images are included in version 1.1, and that
version gets packaged with subsequent WP packages, the problem re-appears.
(Unless, of course, future WP versions between now and 2011 include the
original, 1.0 version of TwentyTen.)
