 We could always separate content and code,

 Ex: The update script first downloads the latest-core.zip, extracts it,
 installs it - then redirects you to a page where latest-content.zip
 extracts and installs.

 The latest-content.zip package should be independent so if by some magic,
 the install would fail, WP would not break and can resume the update
 process.
