[wp-testers] Plugin directory placement in WP 2.8 b1

I'm not aware of any such changes.

The plugin list comes from /plugins/*.php & /plugins/*/*.php 

SVN CO's work as long as it fits the 2nd format (Well.. If you CO into the /plugins/ folder, it'll still work.. just be messy in the dir unless its a custom repo of plugins)

Perhaps what you're seeing is a permission error?
