I completely agree...with Nick! :-D Regardless of how popular widgets are,
they are arguably a subset of theme organization. As such, they should be
subordinate to themes in a menu arrangement. Broader stuff first, finer details
afterwards. Themes.php should remain the default from the Design tab.

I love the theme editor. It's very convenient.
