[wp-polyglots] WordPress sub-sites restrictions

Same here in FR lang, but mostly because our site was up long before
there were local sites on .org.
Plus, it gives us more reins for our own projects.
fr.wp.org remains the place were we send people asking to download the
latest version. Support and the rest remains on our own site. And it's
been working perfectly well this way :)
