[wp-polyglots] WordPress sub-sites restrictions

This is /one/ of many explanations to why the Swedish community has 
chosen to create a portal outside of wp.org. Our lang.wordpress.org is 
only used as a notification & locale package platform. As long as we 
can't change things as we like, when we like and according to demands 
from the Swedish users there will unfortunately not be any changes to 
how we're using wp.org. Yeah, the Swedish users have probably become a 
bit spoiled ;)
