[wp-polyglots] New release notifications for translators

Oh, right, notification _before_ the actual release, right?
Forget what I said.
It's true that, for translation teams that are ready and on the
starting-blocks, it'd be really cool to be able to prevent their local
users from seeing only the en_US update during the first couple of
hours - and then having to explain where to download the MO, where to
put it, etc.
