Bad news is you don't. Locale forums navbar usually just has "Home"
(pointing to <locale>.wordpress.org) and "Forums" (pointing to
<locale>.forums.wordpress.org)... See http://pl.forums.wordpress.org/
for an example. FI (and RO, for that matter) is still that way because
we didn't get round to it yet :)
