[wp-polyglots] Plugins and themes localization

Hi, Zé,

Thanks, that's what I was thinking, I thought it would be wonderfull to make
the internationalization imperative for plugins/themes, but I know it's not
that simple.
So I'll take your advice and write to wp-hackers. ;)
