Code documentation will never be available for translation. A lot of reasons:

* Developers must know English.
* Good translation needs a developer to work on it.
* If you are capable developer and have free time, please, don't spend
it on translating phpdoc. Instead, you can write/edit some phpdoc or
write a patch: http://core.trac.wordpress.org/report/13?asc=1&sort=milestone
