It's convenient to review wordpress.com translations using
translate.wordpress.com

Can I review them by downloading
http://svn.automattic.com/wpcom-i18n/ta.poand editing in it Poedit?

After reviewing to whom (and his / her email address) should I send the
updated .po files?
