No, that's the last thing people want, even for non-western languages.
It's only when english are marked incorrectly that non-english people
start to wipe it out and hardcode their own translation. I mean
hypothetical situation like:

<?php echo '%d' . __('Response') . ' ' . __('by') . ' ' . '%s' ?>

This kind of chopping makes most non-english translation impossible.
Avoid this and people would be more than happy.
