[wp-polyglots] Tagging translation in svn

For convenience in tagging translation for various wordpress release,
I've just placed a script inside zh_HK/ folder called 'make_tag.sh'.
If anybody wants to try it, just copy it into your language folder, change
the svn username in script and enjoy. Though I guess some may have
already written similar scripts...
