I have seen an application that manages to localise the digits, and the 
way they do it is by considering each number as a message. It's a bit 
cumbersome as you would need to "translate" from 1-31, then 2003-2008..

I am not aware of any other way to have numbers appear in the local 
language. If there is such a way, it should be documented somewhere in
http://www.gnu.org/software/gettext/manual/gettext.html

Currently WordPress does not regard numbers are translatable messages.
If you could provide some of those blogs you mention with localised 
numbers, we might help to figure out how they do it.
