[wp-polyglots] POT updated

I updated the POT file in subversion and on Rosetta.  This update added
the date/time format strings and modified a couple of problematic admin
strings.

Every translatable string in the admin should be marked with gettext
with the exception of the import files.  We're ignoring the import files
for now.  If you see any unmarked strings, write a bug now.  I want
1.5.1 to provide a solid base for i18n.

All default theme strings have been removed from the POT.  The default
theme in 1.5.1 will not use gettext anywhere.  A gettext version of the
default theme is maintained separately in the wordpress-i18n repository
for those who need it.
