[wp-polyglots] Arabic PO file

Thanks Ali

It has been done before, although it RTLs the whole thing, even the LTR
fields, such as email addresses, URLs, and the WP Blog on the Dashboard. I
will check the Farsi and Hebrew ones out before I sit and do them myself.
