If you're on Windows, Microsoft has an installer that will set up MySQL, PHP
and Wordpress: http://www.microsoft.com/web/wordpress/

I've found WebMatrix to be pleasantly easy to use. It will run on top of IIS
instead of Apache so there are a couple of things, like url rewriting, that
will work a bit differently.

Beyond that I use the free Komodo Edit to edit HTML and PHP:
http://www.activestate.com/komodo-edit but it doesn't auto-indent code which
I find very annoying, so I'm open to replacement suggestions.

I've used a XAMPP setup on both Windows and Mac and have been quite happy
with it. Learning how to create virtual hosts on my Mac when I first got it
was a challenge, but it's all on the internet. Xdebug and Firebug of course
- and sometimes FIREPHP if I'm really desperate.

I tried MAMP (Mac version) but never got it working.

Having different installs for different clients that can match their real
world setup really helps, and keeping copies locally (with backups!) means
Internet isn't an issue.
