Thanks for the replies.

Hannah mentioned the issue of billing and client management. My main
concern is time spent testing. The client wants to stick with a major
WP release for as long as possible and stay secure. The length of time
we can apply security fixes to 2.x before doing the upgrade to 2.x+1
(and do all the testing involved) is a WP development issue, no?
