Yes. Most/all of the VPS accounts for $20/mo. are unmanaged. Some 
providers will sell or license you control panel software, but the 
target audience is really Linux sysadmin-type people.

Both Slicehost and Linode offer lots of tutorials on how to set up 
common server software, but there's a big difference between knowing how 
to do something and actually having done something. IMO, the best way to 
learn is from grizzled old sysadmins who've been there before.

You should also install Debian or CentOS in a local environment so that 
you can get comfortable with it before venturing out into the hazards of 
the internet.
