You haven't yet made much of a case for this yet.  The fact that you
don't like wptexturize() isn't sufficient reason when there are a
number of plugins that easily disable its use.  Even the demoroniser
man page to which you link doesn't support your argument, as its
author's point is that Microsoft makes up character entities outside
of Unicode and Latin1.  In contrast, the curly quotes used by
WordPress are legitimate Unicode entities and render just fine for the
vast majority.
