Anything not absolutely necessary for WordPress to complete its  
mission of being the best blogging platform on the planet is  
considered bloat. if code is added to satisfy an edge case scenario  
(like supporting a particular service)* would be considered bloating  
the core codebase. Everything else is fair game in plugin land.
