Thanks for the note. Unfortunately those forums are a poor substitute for a mailing list.  They are too much effort to participate in and hence don't generate the free flow of discussion that a mailing list would (at least not the forum software used by Codex.) 

Minimally, why not a plugin issues mailing list added to here?  http://codex.wordpress.org/Mailing_Lists

Am I the *only* one that sees a need for this?  If you are reading this and you concur but don't want to jump in the frey can you please email me off list so that I know that there are others who feel the need to collaborate on functionality that is not right for the core?

Not a problem. The important part of the API would be how WordPress users would be isolated from Twitter.
