In principle, I can't see any reason that the comment-reply javascript
can't be moved to the footer. In such a case, the enqueue could happen
in the comments.php file, meaning that you could easily only enqueue
it when there was an actual need to do so.
However, I've not examined that new footer javascript functionality in
2.8 yet, so I don't know how to do it, exactly.
