[wp-hackers] PHPDoc and state of the Codex

I didn't mean for anyone to think I thought they wanted to get rid of the
codex, sorry for being unclear.  I simple feel that the function reference
would be better of like the Zend Framework's reference guide or like the
Dojo Toolkit's reference guide.  Both projects also have a coder-centric API
(the Zend Framework has PHPDoc for it).
