The article that includes that example is a good read for anyone working on

Anything that changes the size of the text (even in a relative fashion)
means that the markup is no longer semantic.  It's not the end of the world,
but it'd be nice to follow best practices.

Tag clouds most commonly use various font sizes, but I've also seen tag
clouds that change other properties (color) and multiple properties (font
weight, size, color).
