If they don't, it won't be because of the existence of "proper" tag  
support in WP... it'll just be because of typical interbranch  
differences.  For instance, if UTW is looking for the old categories  
tables (maybe for cat-to-tag conversion -- just a hypothetical), then  
that part wouldn't work.

But if people want to keep using third party tagging solutions until  
plugins are developed to flesh out the functionality of WP's own  
tagging system, that should probably work just fine.  The conversion  
from other tagging systems doesn't happen automatically -- it is  
triggered manually through the Import screen.
