for #2 maybe a code-change might be useful:
if in tag folder there is a single directory:
	include that directory in the base of the zip
else if multiple files/folders exist
	wrap files in that directory into a new folder(based on the slug of the  
plugin) and put that folder as the root of the zip

I dont think its right to have "/wp-content/plugins/" in the zip file  
myself, theres too many nested layers of folders.
But the number of people who develop with svn:/trunk/plugin-name/ and  
svn:/tags/1.5/plugin-name/ would be in the few, most people would be  
putting their files straght into svn:/trunk/ or svn:/tags/1.5/

Excluding the screenshots would get a +1 from me too.

I've been writing Wp-Update as part of Google Summer of Code, it includes  
an automatic plugin/theme installer, it takes files straight from  
wordpress.org, So that above psuedocode would be useful to ensure that the  
zip files are in a common format too..
