[wp-hackers] Supporting ISAPI_Redirect

At a glance at the documentation, it looks like it uses a similar syntax as
Apache's mod_rewrite.

What exactly would be needed to change? Apart from where the rules are
inserted... I doubt ISAPI_Rewrite uses .htaccess files as well.
