If we have folks who would be willing to check and maintain quality of 
themes, maybe it's time to resurrect the idea of a wp-themes.org repository?

The main reason I think it didn't work before where wp-plugins has taken 
off is that theme authors had a really hard time getting their heads 
around SVN.
