+1 for this, time ago i proposed in other list (polyglots) and during
a IRC weekly meeting to have a sort of "WP Quality Ribbon" fotr theme
and plugins that meets some standards (i pushed for
internationalization too).

The only problme i see is who will care to check and certify this? I
can voluunteer for this and i think some other will do.
