[wp-hackers] Thoughts on Ultimate Tag Warrior

I wasn't thinking of it so much as a core thing, more just as a
mechanism for plugins to implement tagging in a non-disruptive way.
Kind of like the comment-parent thing; if there's a common way that
tagging is done across all plugins and themes, then it becomes more
portable, etc.

If it were going to be core, it would probably make more sense to add
a new field to the table.
