[wp-hackers] WP_Rewrite and .htaccess

Does WP_Rewrite require .htaccess to be writeable (or a manual
copy/paste into .htaccess) in order for rewrite rules to work and
changes to be made to them?

Question for both WP 1.5 and WP 2.0 in case if there are differences.

Why I am asking is this: how many actions is a user ready to perform
in order to get a plugin running properly?  Copy file into /plugins
(1); enable a plugin (2) - OK. But in case if the .htaccess is not yet
writeable, will a user go and bother to change it? Will he/she always
have the access rights to do the change?
