I like this idea.  I think it would be most useful if plugins were all
loaded first, then extra-functions.php from the theme.  This way it is
possible to check for plugins in extra-functions.php, and provide dummy
replacements for things that are not enabled, so that the theme can be
displayed while some functionality might be missing.
