[wp-hackers] When to send bugs to wp-hackers

My thought is that bugs related to SVN code *may* go on wp-testers 
(after having been submitted as a bug in Trac), especially if they are 
serious bugs, but it's okay to discuss the general *direction* of the 
code on wp-hackers (like Owen said, "A does X, but maybe it should do 
Y.  Look at this article.  Discuss.").  Bugs should not be submitted 
blindly to *either list*.  If you are not sure that something is a bug, 
you could stop by #wordpress and there will likely be someone there who 
will let you know.  Or, you could just submit the bug to Trac anyway and 
Skippy and I will sort it out.  I'd much rather that 2 people submit the 
same bug or that someone submit a report for something that is designed 
functionality than risk letting a legitimate bug be missed because they 
just mentioned it here on the list and never submitted it officially as 
a bug.
