[wp-forums] GoDaddy hosting FTP issues with 4.0

It sounds like the folks would just need to check via FTP whether
these files exist:

/wp-admin/includes/image.php
/wp-admin/includes/admin.php


... and if they're not there, retry the update, since GD says the
issue is now fixed.
