Perhaps a little Draconian, but you could always just close such topics,
referencing this:

Alternately, just let the community "self-moderate". I think most of the
forum volunteers are savvy enough not to give special dispensation to a
thread merely because it includes "URGENT!!!!!1!" it the title. :)
