[wp-forums] Putting user in the timeout room

Hello,

This user is requesting links be removed in a thread and was replied to
already.

He created a identical thread and repeated his request.

Which I've deleted. I've put him in the timeout room to cool off in case he
wants to create even more threads on that topic.
