There's wording to that effect on every New Post form. People still 
ignore it - either inadvertently or deliberately. So I seriously doubt 
that adding something to the Codex Form Welcome page will help. The 
easiest way to deal with this is either ask for a site url and/or ask 
them where they downloaded this theme/plugin from.

If they can't/won't do that, then we can't really help them either way.
