Make it a requirement that themes include a link to their dedicated 
(tagged) forum. If theme support requests were properly tagged to a 
greater extent, it might become clearer which developers actually 
support their themes compared to those who are never to be seen. There a 
quite a few WPORG themes that don't seem to have any visible support 
whatsoever.
