Can you access http://wordpress.org/extend/plugins-themes/bb-ratings/star.gif ?

The stars are div's with image tags in them. Nothing special about them.

The only case I can see where the ratings dingus can not appear is if
you're actually blocked from posting in the theme directory. Like,
intentionally so. However, I just checked, and you're not blocked as
far as I can see.
