[wp-forums] Can't rate themes

No plugins to turn off here, and replicated in Firefox as well.

And then just for giggles, I replicated in IE9 on Windows 7 - a browser 
which I have never visited WordPress.org with before.

FWIW, I'm not actually trying to rate a theme (don't think I ever have), 
just validating the OP's problem.

Plain old residential Comcast here with no corporate firewalls or 
proxies in the mix.
