[wp-forums] Rules / Hints modification

I know you don't like the idea, but if you're going to do a sticky in each
forum I'd much rather see those stickies each with a link to the codex
article -- and some polite "welcome to the forums text", of course :)

Then there's only one place to manage changes to the article. Otherwise
we're in copy/paste spaghetti as the document evolves or changes over time.
