Sure, sure.  I was waiting for at least someone else to look at it 
before making it any more permanent.

My original intent behind this re-work, though was to sticky the whole 
text as a welcome in each sub-forum, replacing the existing forum rules 
threads. Can't hurt for it to live in the Codex as well, I suppose, but 
I didn't really see new people arriving at the forum, then being sent 
off to the Codex to read a welcome message.
